Indonesia: Extension of social security programmes to informal sector workers

BPJS Ketenagakerjaan, one of the two indonesian social security agencies, is expecting to extend the coverage of its programmes (namely Old age saving and pension plan) to informal sector workers starting in July 2015, through voluntary membership .

Eventhough the indonesian constitution recognize the right to social security to all citizen, informal sector workers are generally not covered by most of the programmes.

In the past, pilot project aiming to increase the inclusion of formal sector workers have shown positive trends but in many cases workers who registered during the pilot phase leave the programme at the end of the projects.

Innovative approaches are needed for an effective coverage of informal sector workers, the majority of indonesian workers.
