Philippines. ABND Core Group workshop to finalize SPF recommendations

A core group workshop on the establishment of a social protection floor (SPF) for the Philippines was held in Manila on 29 October 2014. The core group, which is composed of government departments, worker and employer organizations, and UN agencies, met in light of the assessment based national dialogue (ABND) exercise. It was chaired by the Department of Labor and Employment (DOLE) and the National Economic and Development Authority (NEDA).

The aim of the workshop was to validate the assessment matrix of current social protection schemes and formulate corresponding recommendations which would be presented to the Subcommittees on Social Protection and the Informal Sector. This core group workshop was held as a follow-up to a similar workshop on 29 August 2014. With the finalization of recommendations on all existing social protection schemes, the core group meeting was a success and paves the way for the next step of the ABND process which involves the costing of various policy options.

The ABND exercise is currently being conducted in the Philippines and aims to assess the social protection, employment promotion and disaster reduction programmes in the country, and provide concrete inputs to the implementation of the national Social Protection Operational Framework and Strategy.
