Summary (English)

Presenting the findings of the diagnostic review of Sri Lanka's social security system prepared by the ILO's Social Security Department, this report provides a detailed analysis of the existing social protection system in Sri Lanka, the identification of gaps and weaknesses within the existing schemes and an analysis of current proposals for development.

The report further lays out the ILO's proposal for the adoption of an approach to social security provision centred on the guarantee of a "basic social security package" for all citizens/ residents. In order to provide a framework for a discussion, illustrative calculations are set out to provide some indication as to the level of long-term costs that would be expected should this approach be adopted.

The concept of the "basic social security package", recently developed by the ILO's Social Security Department is based on a framework of four essential social security guarantees: access to basic health benefits, income security for children with the aim of facilitating access to basic education and health, targeted income support for the poor and unemployed and basic pensions to provide income security for people in old age, those with disabilities and survivors. In essence this framework is applicable in any country, with suitable adaptations to fit national circumstances, and the ILO's existing research indicates that it is fiscally affordable in low-income countries.
