The present publication was produced in partnership between the Special Unit for South-South Cooperation in the United Nations Development Programme (UNDP) and the International Labour Organization (ILO).

Social Protection Floors (SPF) are one of the most successful tools in reducing social vulnerabilities and making progress toward achieving the Millennium Development Goals (MDGs). Every country has some elements of social protection already in place and provides certain levels of benefits for a segment of the population in the areas of income security, health, water and sanitation, education etc.

The volume highlights 18 case studies on social protection policies from 15 countries of the global South. It is the first to bring together examples of good social protection floor practices for South-South learning. The knowledge, expertise and experience that these countries have gained in their own efforts of establishing an SPF represent a valuable source for other countries interested in planning, expanding, extending or reorienting their own SPF systems.

The case studies were written by representatives from national and local governmental agencies, scientific institutions and national practitioners as a learning tool. They were selected out of 36 submissions from 24 different countries by a committee from ILO, UNICEF and the Special Unit. The cases were peer reviewed and discussed before the publication during an international workshop in Turin with all the participating authors.

We hope that this collection of good practices will be a useful tool for all stakeholders involved in decision-making or in the process of building and implementing national social protection floors.
