Umurenge Sacco

The Government has introduced an expansion of the in-kind program  UMURENGE SACCO in which the  population put together certain amounts of money and after a certain period of time a person is given a loan from the Contribution of UMURENGE SACCO.  Poor people in rural areas put up of labour intensive public works savings system, which helps them to earn some money and savings. Teachers also contribute for the establishment of MWALIMU SACCO as a way of saving, then after each contributor beneficiates a loan from this cooperative.

Vision 2020 Umurenge Program - VUP

Vision 2020 Umurenge Program (VUP) is one of the flagship programs of the Economic Development & Poverty Reduction Strategy 2008-2012 (EDPRS), and is implemented under the lead of Ministry of Local Government (MINALOC) and with Ministry of Finance and Economic Planning (MINECOFIN) support.

The VUP is built around three components. The first one is the “public works” component. Beneficiaries are selected using community-based participatory approach (such as Ubudehe) and their work contributes to community assets building. Various projects are realized via public works such as terracing, water harvesting, irrigation, road construction, classrooms or health facilities building, etc. The second component is the “financial service” component. It seeks to encourage entrepreneurship and off-farm employment opportunities and to reduce poverty. For example, the credit packages provide citizen to diversify/specialize farming or livestock activities, build business assets, etc.The third component is the “direct support”. This unconditional support aims to support poor households to access social services. Beneficiaries of public works are households that do not qualify for public works or credits. This direct support contributes to increase health and education coverage.

Ubudehe

Launched in 2011 with pilot areas, Ubudehe is now a national governmental program of Rwanda that aims to help local people to reinforce self governance, reduce poverty, promote formal economy, reinforce trust, tolerance and community spirit and develop entrepreneurship spirit. Ubudehe supports citizens to participate in poverty analysis and sector planning and to engage in problem-solving processes using locally designed institutions.

Ubudehe reinforces citizen engagement in governance and their participation in poverty reduction. Ubudehe supports citizens to engage in problem-solving processes using locally designed institutions and to participate in poverty analysis and sector planning.

Innovative initiative: the creation of an Ubudehe database, gathering all households of Rwanda by Ubudehe category and this will also be used by the Community Based Health Insurance system.
