Description

Under phase 1, the ILO envisages provision of technical assistance to guide the performance, sustainability and transparency of the future social security administration and shall propose different scenarios for the implementation of the new social security institution, to be discussed and agreed upon with the recently established tripartite Board of Directors. The Board should then adopt one scenario. The scenario will inform the development of the features of the new social security administration, including the organizational structure, the main elements of the business processes (e.g. enrolment procedures, contribution collection, processing of claims for benefit and payment of benefits), and the detailed HR/IT processes. Moreover, networking, linkages and bilateral exchanges of information and experiences will be established with relevant national, regional and international institutions to be able to provide client centred administration based on state-of-the-art administration concepts and to benefit from best practice experiences in social security administration. This phase will also include the development of awareness raising materials in order to strengthen the knowledge of the Palestinians, specifically the beneficiaries, on their rights and obligations and the main provisions of the new social security law as well as processes and tools to access benefits. The current project will include five different outputs: -Developing a situational analysis and scenarios for the performance, sustainability and transparency of the social security administration, and facilitate adoption of one scenario by the Board of Directors; -Developing an organizational structure for the institution; -Proposing client centred services to Palestinians either through a network of offices or web services or a combination; -Developing a business process map in order to fulfil the specifications for IT systems and HR; -Developing awareness raising materials to strengthen the knowledge of Palestinians with regard to the social security system.
