Outcome summary

The National Social Protection Strategy was officially launched

Outcome achieved

The National Social Protection Strategy (NSPS), adopted by the Prime Minister’s Decree No.224 on 1 April 2020, was officially launched and disseminated to ministries at the national and provincial levels. NSPS drafting committee held consultations with government actors, workers’ organizations, employers’ organizations. A roadmap (action plan) and monitoring framework for the Strategy was submitted for further discussion within the National Social Protection Commission.

ILO's contribution to the outcome

Through the projects financed by the Government of Luxembourg, the ILO technically supported the development of the NSPS and the organization of national consultations, including dialogue with the social partners and UN agencies. These included (i) Capacity Building and UNJP Roadmap Discussion Workshop in Thalat from 25-27 August 2020 (approx. 30 participants); (ii) the official launch of the NSPS and UNJP in Vientiane, on 30 September 2020 (approx. 40 participants); and (iii) a Training programme on social protection policy design and implementation in Vientiane, 24-26 Nov 2020 (approx. 40 participants)

Gender equality & non-discrimination

Women have been the priority in the cash transfer for mother and early childhood programme. Women constitutes more than 80% of garment workers who received the wage subsidies. ILO activities ensured that constituents nominated women representatives; constituents awareness raised on specific gender concerns that need to be taken into account while proposing recovery policies
