Outcome summary

The executive regulation for the implementation of the social insurance and pension laws have been approved

Outcome achieved

In September 2021, the executive regulation of the recently issued social insurance and 2019 pension law 148/2019 was approved by the prime minister. The executive regulation will accelerate the implementation of the new social insurance and pension law which is a more inclusive and covers different types of workers, including informal workers, and will help increase the coverage of the social protection system in Egypt.

ILO's contribution to the outcome

The ILO has been supporting the Ministry of Social Solidarity on the social insurance and pension reform and the Government of Egypt since 2014 based on a first ILO/MoSS Protocol of Cooperation (2014-2018) on the reform of the social insurance system in Egypt, which was renewed for the period 2019-2022. The ILO Protocol also introduced the SPF assessment and initial steps were undertaken for using the UN SPF as a building block for the formulation of a national social protection strategy for Egypt. During these years of cooperation, technical consultations with the involved ministries and institutions were held until a consensus was reached about the social insurance and pensions system reform directions. The ILO has provided technical support to the drafting of the new social insurance and pension law. Within the legal review, ILO Cairo advised the MoSS on how to revise the draft law to comply with social protection minimum standards Convention 102. The ILO has continued to support MoSS since the adoption of the law 148/2019 in August 2019 for the drafting of the Executive Regulations, which were finalized and submitted to the prime minister for approval.
