Outcome summary

Ministerial Decree No.123/2018 on Social Security for Migrant Workers implemented the law on the Protection of Indonesian Migrant Workers

Outcome achieved

With the consultation of social partners, the Government of Indonesia through the Ministry of Manpower has issued the Ministerial Decree/Permenaker No. 18/2018 on Social Security for Migrant Workers as the implementing regulation to Law No. 18/2017 on the Protection of Indonesian Migrant Workers;

ILO's contribution to the outcome

During the period of July to November 2018 ILO facilitated trade unions and civil society organisations (CSOs) to consolidate inputs during the development of the regulation, including consultation with the national social security agency.

Gender equality & non-discrimination

Women and men were represented in the activities conducted (training and dialogue forums) during May 2018-May 2019. During the same period, all assessments conducted (on pension, social security inspection and value-chain analysis) carefully looked at the situation of men and women and specific recommendations formulated. The assessment of the pension system in particular include a recommendation to introduce a universal social pension scheme that will guarantee at least a basic income security for all in old age.

Social dialogue

Tripartite constituents were consulted on the related issues to employment insurance, social security inspection and social security extension to workers in the coffee sector and SMEs through several rounds of consultation/training workshops.
