Outcome summary

Garment sector workers benefitted from a one-time partial unemployment cash benefit

Outcome achieved

As part of the COVID response to protect workers affected by factory closures/work stoppages, the Lao Social Security Organization (LSSO) provided, between June and August 2021, a one-time partial unemployment cash benefit (wage subsidy) to all garment sector workers amounting to US$90 per person. It was originally planned for 17,289 workers but LSSO data recorded a total number of 24,280 eligible workers.

ILO's contribution to the outcome

The ILO/BMZ project provided financial and technical support for the one-time partial unemployment cash benefit (wage subsidy) to all garment sector workers.

Gender equality & non-discrimination

Women have been the priority in the cash transfer for mother and early childhood programme. Women constitutes more than 80% of garment workers who received the wage subsidies. ILO activities ensured that constituents nominated women representatives; constituents awareness raised on specific gender concerns that need to be taken into account while proposing recovery policies
