Outcome summary

An actuarial evaluation report was adopted

Outcome achieved

In November 2021, the Ministry of Finance received officially the actuarial evaluation of the Public Servants’ Social Security and the Private Organization Employees’ Social Security schemes. Once adopted towards the end of the biennium, the final report will inform reform options to support improvement in the governance and financial sustainability of the pension schemes.

ILO's contribution to the outcome

The ILO, through the European Commission Directorate General for International Partnerships (EC DG-INTPA) funded project on “Improving Synergies between Social Protection and Public Finance Management (SPPFM),” provided technical support to the Actuarial Valuation work. This was is intended to inform reform options on the financial sustainability of the Public Servants’ Social Security and the Private Organization Employees’ Social Security schemes.

Gender equality & non-discrimination

The ILO commissioned a study to inform extension of coverage to informal economy workers. The study has a strong component on inclusion of gender issues on extension of coverage to inform policy formulation on legal, financing, benefit design and administrative aspects for coverage extension.

Partnerships

The ILO collaborated with UNICEF and the World Bank in the initiatives to strengthen the Ethiopian Social Protection system. With UNICEF, under the EC DG-INTPA project, specific work related to the production of the vulnerability assessment with respect to COVID-19 and a socio-economic impact analysis of COVID-19 in Ethiopia and mobile-based monitoring applications to track COVID-19 top-up cash transfers for the Urban Productive Safety Net Programme (UPSNP) clients was developed for MoLSA.
