A modernization plan of the National Social Security Fund has been developed
Outcome achieved
The NSSF has improved its daily operation, however, a comprehensive reform is required through its administration modernization including IT infrastructure.
In early 2019, in close collaboration with the NSSF, a modernization plan of the NSSF‘s administration has been developed and will be completed by the end December 2019. The implementation is expected to start from 2020 with the NSSF’s financial resources.
ILO's contribution to the outcome
With the financial support from the Government of the Republic of Korea, the UN and China, the ILO supported the NSSF’s modernization plan including the review of the Human Resource management, business processes, organizational structure, ICT, policy and change management. A 3-4 year comprehensive proposal with costing will be submitted to the NSSF management for consideration by the end of December 2019. The NSSF is committed to consolidate the modernization plan into it annual strategic action plan.
International Labour Standard
Social Security principles and standards, i.e. Convention 102 and Recommendation 202 were integrated into the draft law on social security where necessary.
Social dialogue
The ILO organised a number of discussion and information sharing sessions on the draft law on social security to social partners at technical and policy levels.
