Outcome summary

An emergency COVID-19 cash transfer programme was launched

Outcome achieved

The Royal GoC launched emergency COVID-19 cash transfer (CT) programmes through Sub Decree Number 88 on 12 June 2020 and Prakas “Instruction on contract suspension and suspension of paying contribution to NSSF for factories, enterprises in garment and tourism sector affected severely by COVID-19” issued on 17 April 2020. A total of 673,487 households consisting of 2.6 million people benefitted from the programme and 350,000 workers benefited from the wage subsidies scheme. ILO had a strong role in ensuring the voice of social partners was considered, particularly using the platform of the Better Factories Cambodia.

ILO's contribution to the outcome

With the financial support of the EU and UN, ILO, in collaboration with UNICEF, has provided technical support to the Government of Cambodia on the design and implementation of the programme. Currently, ILO, together with UNICEF, is working with the Ministry of Social Affairs, Veterans and Youth Rehabilitation and the National Social Protection Council (NSPC) to develop the Family Package Policy, an integrated package of assistance to families and children. ILO has played a leading role in coordinating the technical support provided by the UN to the Royal Government of Cambodia (RGC). In this regard, the UN agencies in Cambodia have jointly supported the swift implementation of the Government’s COVID-19 cash transfer programmes through policy briefings and policy discussions.
