Outcome achieved

The National Social Security Fund (NSSF) launched its health insurance scheme in 2016, after consultation with workers’ and employers’ representatives who are part of the NSSF Governing Board. As of August 2017, approximately 910,000 workers has been registered in the scheme, amongst whom about 600,000 had paid the contribution and were entitled to use services with the contracted public health facilities. Around 100,000 workers had accessed health services benefits by that date.

ILO's contribution to the outcome

The ILO is collaborating with the World Health Organization (WHO) for the assessment of progress of the NSSF’s Social Health Insurance Branch Implementation.

International Labour Standard

Both the ILO’s Social Protection Floors Recommendation, 2012 (No. 202) and the Social Security (Minimum Standards) Convention, 1952 (No. 102) were key references in relation to the national social protection system’s gaps and provided guidelines for the national dialogue, the actuarial valuations and the establishment of goals.

Social dialogue

The ILO promoted the participation of workers’ and employers’ organizations during the process, building their capacity to engage in meaningful social dialogue on key social protection issues.
