Outcome summary

The National Social Protection Council and the respective Executive Committee and General Secretariat were established and functional

Outcome achieved

The Government launched the National Social Protection Council (NSPC) in late 2017 and the respective Executive Committee and General Secretariat (GS) was established in early 2018 with its full effective operation starting in late 2018. The GS is now responsible by coordinating the work in the different pillars of social protection under the National Social Protection Policy Framework (Social Assistance, Social Security and Social Health Protection).

ILO's contribution to the outcome

The ILO supported technically the development of the NSPP Framework and the discussions on the best way to organize the GS structure. ILO has also provided capacity building to the new members of the GS through a number of national and regional trainings.

International Labour Standard

Social Security principles and standards, i.e. Convention 102 and Recommendation 202 were integrated into the draft law on social security where necessary.

Social dialogue

The ILO organised a number of discussion and information sharing sessions on the draft law on social security to social partners at technical and policy levels.
