Outcome summary

New regulations on the extension of Social Assistance have been endorsed by the Prime Minister

Outcome achieved

The new regulation on the extension of Social Assistance was endorsed by the Prime Minister on 15 March 2021. It was consulted with social partners. The new Decree 20/ND-CP, effective from 1st July 2021, regulates the increase in social pension coverage for older persons. The threshold age was reduced from 80 to 75 for older people from poor and near-poor households. This is a significant result as it demonstrates the Government’s commitments to leaving no one behind and realizing the right to social security for everyone. It is estimated that an additional 240,000 older men and women (between 75-79) from poor and non-poor households will receive the social pension. The new regulation also increased the adequacy of the social pension by 33% (increase of the standard benefit from VND 270,000 to VND 360,000).

ILO's contribution to the outcome

ILO provided advisory support to constituents including through research on reaching the target 60% old-age population coverage for the Master Plan on Social Insurance Reform; as well as costed proposals.

Gender equality & non-discrimination

One of the objectives of the project is to build a social protection system that is gender-sensitive. One of the outcomes is an integrated gender-sensitive multi-tiered expansion strategy for accelerating SDG progress towards universal social protection coverage. A Gender Impact Assessment report on adapting social insurance to women's life courses was conducted, accordingly, the two policy briefs that recommend increasing adequacy and narrowing down gender gaps in coverage and benefits were published for policy advocacy

Partnerships

ILO joined UNDP, UNFPA, UNICEF in joint project: Accelerating Viet Nam's Transition Toward Inclusive and Integrated Social protection. The long-term impact of the UNJP�fs integrated approach could include, by 2030, having 100 per cent of the 20 million children in Vietnam benefiting from social protection.
