Outcome summary

The Federal Social Protection Platform was reactivated

Outcome achieved

In October 2020, the Federal Social Protection Platform (FSPP) was re-activated in line with strengthening of national coordination mechanisms. The Ministry of Labour and Social Affairs (MoLSA) uses the FSPP to inform, amongst stakeholders, the establishment of a National Social Protection Council and a National Fund for social protection. The FSPP brings together over 25 institutions from government, development partners and non-government organizations working on social protection to discuss policy and governance issues on the country’s social protection system.

ILO's contribution to the outcome

The ILO, working in partnership with UNICEF supported the re-activation of the Federal Social Protection Platform through the SPPFM project by providing technical support to enhance coordination amongst the different stakeholders.

Gender equality & non-discrimination

The ILO commissioned a study to inform extension of coverage to informal economy workers. The study has a strong component on inclusion of gender issues on extension of coverage to inform policy formulation on legal, financing, benefit design and administrative aspects for coverage extension.

Partnerships

The ILO collaborated with UNICEF and the World Bank in the initiatives to strengthen the Ethiopian Social Protection system. With UNICEF, under the EC DG-INTPA project, specific work related to the production of the vulnerability assessment with respect to COVID-19 and a socio-economic impact analysis of COVID-19 in Ethiopia and mobile-based monitoring applications to track COVID-19 top-up cash transfers for the Urban Productive Safety Net Programme (UPSNP) clients was developed for MoLSA.
