Outcome summary

The Social Insurance Law was revised and endorsed.

Outcome achieved

Policy orientations for revision of the Social Insurance Law 2014 prepared by the Ministry of Labour, Invalids and Social Affairs (MOLISA) and submitted to the Ministry of Justice. It was endorsed by the Government in December 2021. The Law includes changes to make contributory social protection a main pillar of the social security system, and the gradual extension of social insurance coverage, towards achieving the goal of universal social insurance.

ILO's contribution to the outcome

ILO supported the preparation of the draft policy orientation for revision of the Social Insurance Law 2014 through (i) a legal review for policy changes needed ,(ii) actuarial assessment of the pension fund, and (iii) policy options for increasing the coverage of social insurance, reducing lump-sum withdrawals and increasing pension coverage for old-age persons. ILO supported the preparation of a Gender Impact Assessment report and two policy briefs which recommended proposals for increasing adequacy and reducing gender gaps in coverage and benefits. ILO has provided support in the revision of the Health Insurance Law as follows: (i) Completed Policy impact assessments and proposed policy solutions; (ii) Conducted technical review on various versions of the Draft Law; (iii) Produced evidence on selected policy options; (iv) Supported dialogue with social partners.

Gender equality & non-discrimination

One of the objectives of the project is to build a social protection system that is gender-sensitive. One of the outcomes is an integrated gender-sensitive multi-tiered expansion strategy for accelerating SDG progress towards universal social protection coverage. A Gender Impact Assessment report on adapting social insurance to women's life courses was conducted, accordingly, the two policy briefs that recommend increasing adequacy and narrowing down gender gaps in coverage and benefits were published for policy advocacy

Partnerships

ILO joined UNDP, UNFPA, UNICEF in joint project: Accelerating Viet Nam's Transition Toward Inclusive and Integrated Social protection. The long-term impact of the UNJP�fs integrated approach could include, by 2030, having 100 per cent of the 20 million children in Vietnam benefiting from social protection.
