A coordination mecanisms under the National Social Protection Strategy is operational

Outcome achieved

An Implementation Support Unit (ISU) was established under the Ministry of Social Development in April 2021 to ensure comprehensive coordination of the implementation of the National Social Protection Strategy (NSPS) 2019-2025. The Higher Coordination Committee and Technical Committees for each pillar of the NSPS strategy have been established and had their first meetings in Q2 of 2021 to agree on their workplans. The overall implementation and coordination of activities under the National Social Protection Strategy will be supervised by the Higher Coordination Committee, chaired by the Minister of Social Development and with the membership of the Secretary-Generals of other relevant national institutions, and representatives of civil society institutions. The Technical Committees operate under the Higher Coordination Committee.

ILO's contribution to the outcome

Together with UNICEF, the ILO has been supporting the Ministry of Social Development (MoSD) to implement the NSPS 2019-2025, which included all the preparatory work towards the establishment of the ISU, including deployment of necessary resources and recruitment of staff. The ILO supported the establishment of the ISU, including the development of an organogram for roles and responsibilities. A physical space for the Unit has been allocated at the MoSD. The positions for the head of the ISU and a Senior Technical Coordinator have been selected. Recruitment for remaining two positions is underway (Monitoring and Evaluation Specialist and Partnerships and Communications Specialist). The ILO supported the establishment of institutional arrangements to guide and oversee the process of implementation of the NSPS. Terms of Reference (TORs) for the work of the different technical committees have been developed. Initial coordination meetings were conducted.

Gender equality & non-discrimination

Building on the Jordan Social Security Corporation (SSC) regulatory framework, which follows principles of equality of treatment and no discrimination based on gender or nationality, gender Safeguarding is built in the proposal at different levels: consultation in the design stage with the Jordan National Committee for Women (JNCW), civil society organizations and ILO Gender Specialist to ensure the design of the fund is gender responsive; outreach through Community Based Organizations identified in consultation with JNCW, to reach targeted groups of women, including migrant and refugee women, those working informally, and in agriculture; implementation of one dedicated component of the EUESF with a specific focus on the Education sector, widely recognized as traditionally a female-dominated sector and, therefore, expected to be largely benefitting women, and the establishment of gender specific targets for coverage of vulnerable workers across all components; sensitization for employers on the social protection constraints facing women in the work place, including health and safety risks, childcare responsibilities and shorter working periods (earlier exit from the labour market); monitoring throughout the project lifecycle to track progress toward gender specific Key Performance Indicators.

Under the EU-MADAD project, the ILO collaborates with UNICEF. Under the PROSPECTS project, the ILO collaborates with the World Bank, IFC, UNICEF and UNHCR. Under the EUESF, the ILO collaborates with the UNHCR.
