Outcome summary

The third edition of the Mozambique's statistical bulletin was produced

Outcome achieved

INAS in April, 2021, in collaboration with other members of the inter-institutional technical working group (comprised of the Ministry of Finance (MEF), MGCAS (Ministry of Gender, child and social action), INAS, the Ministry of Labour and Social Security (MITSS), the National Institute of Social Security (INSS) and the National Institute of Social Providence (INPS)), produced the third edition of Mozambique’s Statistical Bulletin on Social Protection. This bulletin has provided a solid basis for policy and decision-making in social protection programmes, contributes to more transparent public finance and administration, and provides evidence on gaps in social protection coverage and financing needs.

ILO's contribution to the outcome

ILO supported the roll out of the plan and the improvement of the quality of data gathered for planning and policy design purposes through the M&E system. ILO organized a national meeting for MGCAS and INAS to coordinate their joint response, a technical retreat on Planning, Monitoring and Evaluation (PM&E) models, as well as data production (29 March to 2 April in Bilene, Gaza Province). This has contributed towards enhancing the capacity of MGCAS’ and INAS’s staff with methodological knowledge on planning, collection and data processing, and to produce instruments for planning and M&E, which are key for improving the quality of official statistical information so that evidence-based decisions can be made.

Gender equality & non-discrimination

Mozambique’s COVID-19 Social Protection Response Plan, which was developed with the support of the Technical Advisory Group (TAG) that includes the ILO, incorporates a strong gender component in the eligibility criteria of the Direct Social Support Programme – Post Emergency COVID-19 (PASD-PE COVID-19). This programme was created to address the socioeconomic effects of the pandemic on the most vulnerable and it prioritizes households headed by women

Partnerships

UNICEF, WFP, World Bank, FCDO and the Swedish Embassy are all part of the Technical Advisory Group for the COVID-19 Response (TAG COVID-19) alongside the ILO. Following the outbreak of the COVID-19 pandemic, the TAG enabled the provision of harmonized, consensual, more effective and efficient advice to the Government, based on dialogue and collaboration.
