Global Flagship Programme on Building Social Protection Floors for All: Development Partners Meeting 2023

Launched in 2016, the ILO’s Global Flagship Programme on Building Social Protection Floors for All  (SPF Flagship Programme) supports ILO member States in developing sustainable social protection systems, including floors, and contributing to the United Nations Sustainable Development Goals (SDGs) on social protection (in particular targets 1.3 and 3.8), through a coherent structure to mobilize resources and achieve impact. 

The first Development Partners meeting for Phase II offers the chance for the ILO and development partners to share progress made and lessons learnt in supporting and achieving the SDGs on social protection and collaborate on how to meet current and future challenges in a post-COVID context, including by exploring synergies between the SPF Flagship Programme and the Global Accelerator for Jobs and Social Protection for Just Transitions.

Objectives

  • Take stock of the progress made, results achieved, and impact created during the first 18 months of Phase II of the Flagship Programme, including through the multi-donor programme;
  • Share country and partner experiences in extending social protection to all, look at current and future challenges and opportunities, with a focus on key thematic areas: Climate change and a just transition, digitalization, financing, informal economy, social health protection and unemployment protection;
  • Join forces to accelerate the achievement of Universal Social Protection including through the Global Accelerator on Jobs and Social Protection for Just Transitions. 

Agenda

High-level opening: The opening of the meeting will be chaired by Ms Mia Seppo, ILO Assistant Director-General for Jobs and Social Protection with key note addresses from high level participants.

Presentation - Looking back on the first two years of Phase II: results and resources. The Social Protection Department will present key achievements of the first two years of Phase II of the SPF Flagship Programme.

Panel 1: Joining forces to address thematic challenges within social protection - perspectives from the SPF Flagship Programme’s multi-donor programme. A chance to highlight the key thematic areas, including social health protection and extending social protection to workers in the informal economy, tackled within the countries that are part of the initial multi-donor Programme.

Panel 2: Integrated policy and financing approaches on decent jobs and social protection for just transitions to close coverage and financing gaps and achieve Universal Social Protection. Ecological, technological, and demographic transformations present challenges and opportunities for countries at all levels of development. This panel will allow speakers to highlight why integrated policy approaches will be key to facilitate these structural transformations, close financing gaps and expand social protection coverage, including through the Global Accelerator for Jobs and Social Protection for Just Transitions.

Mobilizing the potential of ratifying ILO standards to accelerate progress towards Universal Social Protection - support the Global Ratification Campaign on C102 . This panel will provide an overview of the key features of the Global Ratification Campaign, the importance of building national social protection systems in line with ILO social security standards, and how development partners can support the campaign meet its goal of 10 additional ratifications of the Social Security (Minimum Standards) Convention, 1952 (No. 102) by 2026.

Target audience

Development partners of the ILO SPF Flagship Programme who either financially or technically contribute to its cross-country or in-country support, normative work, knowledge dissemination efforts or advocacy for social protection. Partners include ILO member States including from donor countries, employers’ and workers’ organizations, implementing agencies, civil society organizations, social security institutions, academia, UN agencies, International Financial Institutions, foundations and the private sector.
