Philippines. Multi-stakeholder workshop on implementing reforms on protection from unemployment and national systems of technical and vocational education and training

A three-day workshop, with the objective of discussing proposals for reforms in the areas of unemployment protection and technical and vocational education and training (TVET) in the Philippines, was conducted by the National Economic Development Authority (NEDA) in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) from August 18 to 20, 2015. The workshop was attended by representatives from the government, workers and employers organizations, academe and civil society organizations.

On the first day various forms of unemployment protection schemes were discussed and past experiences of developing and establishing mandatory unemployment insurance schemes in Vietnam and Malaysia were reviewed. Moreover, it was discoursed that an efficient unemployment protection scheme, with an integrated TVET programme, would benefit all stakeholders involved by making the labour market more flexible and responsive to globalization pressures. During the workshop, participants were asked to rate different types of unemployment protection schemes, such as mandatory unemployment insurance, severance pay and individual savings accounts, regarding their relevance for the Philippines. Furthermore, the integration of  Active Labor Market Policies (ALMPs) into an unemployment protection scheme for the Philippines, was discussed.

The second day of the workshop focused on exploring different TVET systems, with examples from New Zealand and Singapore being presented. During breakup sessions it was discussed, how the Philippine TVET system can be strengthened in light of accessibility, quality and relevance, institutional management and funding. The third day was reserved for a presentation from the Institute of Labour Studies (ILS) on policy options for a potential unemployment protection scheme in the country, and a presentation on the Technical Education and Skills Development Authority (TESDA) of the country. The day was closed with a final discussion on ways forwards.

The Assessment-Based National Dialogue (ABND) is currently being conducted in the Philippines to provide recommendations for establishing a social protection floor in the country.
