International Conference on Graduation and Social Protection, call for papers and proposals, Kigali, Rwanda, 6–8 May 2014

A 3–day international conference on Graduation and Social Protection will be held in May 2014 in Kigali, Rwanda. The purpose of the conference is to bring together policy-makers, practitioners and researchers, to review the state of knowledge and thinking on graduation and to explore how social protection can contribute to building resilient livelihoods for poor, vulnerable and food insecure people across the world.

The conference will be co-hosted by the Ministry of Local Government of Rwanda, and the Centre for Social Protection at the UK Institute of Development Studies (IDS). Financial support for the conference is provided by Irish Aid, the United Nations Children’s Fund (UNICEF) and the UK Department for International Development (DFID).

The conference has two related aims: first, to advance the understanding of graduation in theory, and second, to collate and examine the evidence on graduation in practice. Proposals for papers, panels and posters can be submitted on any topic related to graduation. Potential issues that might be addressed include the following:

  • What are the factors that enable (or constrain) graduation in specific contexts? (e.g. at the level of individuals, households and communities; programme design; local markets; or the environment);
  • How much graduation is actually happening, and who is graduating? (e.g. male- or female-headed households, public works participants, or those who take complementary livelihood packages);
  • Is graduation possible for the labour-constrained poorest of the poor? (i.e. do only economically active adults have graduation potential, while others need to receive social assistance indefinitely);
  • How can graduation be made more sustainable? (i.e. not only raising incomes and assets above a threshold level, but by building more resilient livelihoods against future potential risks and shocks);
  • How should graduation be evaluated? (i.e. are different methods and indicators needed, or are standard monitoring and evaluation tools adequate and appropriate).
