Philippines. ABND Core Group workshop to convert recommendations into scenarios

A Core Group (CG) workshop was held in Manila during 2-3 June 2015 as part of the ongoing Assessment Based National Dialogue (ABND) process, to establish the Philippine Social Protection Floor (SPF). Aside from the CG, which consists of government agencies, worker and employer organisations, and UN agencies, civil soceity organizations also participated in the workshop. The CG and the workshop were chaired by the Department of Labor and Empoyment (DOLE) and the National Economic and Development Authority (NEDA), and facilitated by the International Labour Organisation (ILO).

The objective of the workshop was to familiarize participants with the Rapid Assessment Protocol (RAP), an ILO-UNICEF model used for preliminary costing of proposed amendments to social protection policies in the Philippines, and to convert SPF recommendations into scenarios. The recommendations were previously generated through bilateral and multilateral consultations with national stakeholders. During the workshop, a group exercise was conducted to acquaint participants with the RAP model. This was followed by an engaging discussion on viable and effective scenarios that should be presented through the RAP. These scenarios will be further refined over a series of sectoral consultations, and finally endorsed by stakeholders at a national validation workshop.

The ABND exercise will provide substantial inputs to the Action Plan for the Social Protection Operational Framework and Strategy on social protection, employment promotion and disaster mitigation in the country, and the development of Philippines' first 5-year National Social Protection Plan.
