Building institutional capacity to operationalise employment insurance (JKP)

 

Indonesian policymakers have been actively debating the establishment of a comprehensive unemployment protection system that effectively harmonises and generate synergies among employment insurance, public employment services and re-skilling programmes.

While details of JKP are still being deliberated, it is also important to discuss the implementation arrangements of JKP ahead of time. Discussion on building the institutional capacity of JKP implementation such as offices, staffing, skills development of staff members, workflows, operation manuals, and necessary budget merits policymakers attention because it requires substantial preparation to operationalise JKP.

On Tuesday, 29 September 2020, around 50 key stakeholders joined a webinar to learn the operational aspects of unemployment protection from Japan's public employment service (PES) called Hello Work. This institution has earned a world reputation for providing effective one-stop services to jobseekers, as evidenced by a low unemployment rate. 

During his presentation, Mr Satoshi Ushijima, Labour expert at JICA, provided a detail explanation of Hello Work operation, from registering employment status to job placement. The presentation followed by a discussion on building the implementing capacity of JKP with the representatives of related government bodies such as Ministry of Manpower, Coordinating Ministry for Economic Affairs, National Social Security Council, and BPJS Ketenagakerjaan.
