Philippines: (1) World Cafe was not used to identify gaps, as the country wished to have all relevant stakeholders discuss together at the same time. Thus, an initial list of gaps was identified through bilateral meetings with different agencies. Then, the initial list was discussed and finalized through several workshops of the DOLE Technical Working Group and the ABND Core Group, where all participants discussed and finalized the exact framing and language of each gap together. These presentations and minutes have been added to Module 8: Filling the matrix.
