About the seminar

Over 80 representatives of the Senior Labour Officials Meeting (SLOM), the Senior Officials Meeting on Social Welfare and Development (SOMSWD), and the ASEAN Committee on Disaster Management (ACDM), along with representatives of workers and employers’ organizations from the ASEAN Member States met to discuss the potential of social protection to build resilience to disasters. UNICEF and UNISDR provided technical quidance and inputs to this seminar.

The ASEAN Member States recently adopted their Regional Framework and Plan of Action on Strengthening Social Protection (Kuala Lumpur, 2015) and the ASEAN Agreement on Disaster Management and Emergency Relief (AADMER) Work Programme (2016-20). Both ASEAN documents have clearly prioritize actions to improve the link between social protection and disasters risks management.

This seminar was the first regional event engaging workers and employers' representatives to explore possible linkages between social protection and disasters risks reduction. More specifically, the seminar allowed for engaging tripartite discussions that hopefully will continue at national level and generate further cooperation at the ASEAN level.

The seminar clearly contributed to improve understanding on how social protection systems can help building resilience to disasters, by sharing knowledge and learning from countries' experiences , from the ASEAN Member States, as well as from Japan, Nepal, New Zealand, and Pakistan.

Finally, the seminar adopted policy recommendations to improve disaster risks management and resilience through social protection, with the aim to feed into the AADMER regional social protection protocol and the Sendai Framework Implementation Guide on Social Protection.
