Summary (English)

The report provides analysis of the coverage, adequacy and impact of the Palestinian social protection system, and includes a series of recommendations as a basis for future policy dialogue.

This report contains a review of the Palestinian social protection system, covering social assistance provided by government and non-governmental programmes, as well as existing social insurance schemes. It also contains analysis of impacts from the COVID-19 pandemic and associated government response efforts. Following the background and system mapping sections, the analysis is organized into three main parts: 1) examination of coverage and benefit incidence across segments of Palestinian society, 2) a look at the varying degrees of benefit adequacy across programmes and actors and 3) an analysis of the impacts, in terms of alleviating or reducing poverty among recipient households and individuals. The report then concludes with a series of recommendations for sector reforms to serve as a basis for a policy dialogue among government, social partners, beneficiary representatives and international organizations toward improving social protection coverage and outcomes for Palestinians.
