Summary (English)

The Overseas Development Institute carried out a multi-country study exploring the experiences and perceptions of unconditional cash transfer programmes in five countries: Kenya, Uganda, Mozambique, Yemen and the Occupied Palestinian Territories (OPT). Concerning the OPT, the study is divided in two parts: the Gaza Strip and the West Bank. This study focuses on the beneficiary and community perceptions of the Palestinian National Cash Transfer Programme (PNCTP), a major unconditional cash transfer programme in the OPT, and the broader programme experiences of programme beneficiaries encompassing economic, psychosocial and political dimensions, in the context of the Gaza Strip.



The study is structured as follows:

  • Section 2 presents an overview of the conceptual framework used for the global study.
  • Section 3 provides a contextual overview of the Gaza Strip, including a review of economic and poverty characteristics, a glance at vulnerabilities facing some of the population groups that are of particular interest for this study and a synthesis of the social protection context and cash transfer programmes in the region.
  • The study’s methodology is presented in Section 4.
  • Section 5 provides a description of the study sites and respondents.
  • In Section 6, an overview of programme mechanisms and programme governance is provided.
  • Section 7 analyses research findings in relation to people’s vulnerabilities and coping strategies.
  • Section 8 focuses on respondents’ perceptions of the PNCTP and it's impact on well-being.
  • Section 9 explores the programme accountability, focusing on the mechanisms to promote citizen's rights and on their responsabilities.
  • Finally, Section 10 provides some recommendations on the policy and programme.
