Summary (English)

The Performance Indicators (PIS) of Statutory Social Insurance Schemes is a new quantitative management tool recently developed by the International Labour Office (ILO), aiming at, primarily, assisting the Board Members or Management Team of statutory social insurance fund / agency to systematically monitor the operational of its scheme and to improve its effectiveness and efficiency in terms of, mainly, the coverage of personal scope, the adequacy of benefits, the financial health of the fund and the sound administration.

Currently, there is a need for testing and evaluating the ILO PIS before its application worldwide. Although in the developing world, few countries have developed a monitoring tool of this kind, China has introduced a similar indicator system in the field of health insurance since 2007 based on local experiments and would be in a good position to assess the ILO PIS. Eventually, the Ministry of Human Resources and Social Security (MOHRSS) designated the Bureau of Health Insurance of Hunan Province for this work, because it had developed its own indicator monitoring system as early as 2000. The assessment was carried out in 14 health insurance funds operating in the province and the evaluation report, in Chinese, was completed and submitted to the ILO Beijing Office at the end of 2009.
