Summary (English)

In April 2016 the Government of Malawi launched a comprehensive and stakeholder-driven review of the Malawi National Social Protection Programme (MNSSP) to assess its performance against strategic outcomes and objectives. During the review, stakeholders engaged in discussions on the performance of MNSSP programmes and the MNSSP system and reflected on strategic issues, such as institutional coordination and linkages of the MNSSP to agricultural interventions and the annual humanitarian response. Part A of the report outlines key system level observations and recommendations on MNSSP design, implementation, and financing. Part B discusses in detail the relevance, impact, effectiveness, efficiency, institutional capacity, and sustainability of MNSSP programmes and concludes with specific recommendations to improve their design and implementation.
