ILO Pension Primer: A Toolbox to Achieve Equitable and Sustainable Pension Systems

The ILO Pension primer provides key learning materials on pension system design, policy options, benefit adequacy, statistics, country cases and more.

Many countries are extending pension coverage, normally by combining social insurance and social assistance schemes. Other countries are reforming their pension systems, many reversing earlier pension privatisations. Pension reforms led by a fiscal objective often erode pensioners’ benefits and retirement conditions. It is essential to maintain an optimal balance between pension adequacy and financial sustainability, in accordance with ILO standards, ensuring the primary objective of pension systems, to provide income security for all older persons.
