Law that establishes a Transitional Social Security Scheme (RTSS)

Based on the draft law developed by the Inter-ministerial working group with the technical support of the ILO, the Law establishing a “Transitional Social Security Scheme” (RTSS) was approved by the Council of Ministers in 2010. The Law establishes a transitory social security scheme, initially designed to guarantee basic social protection needs for public servants and their families. The transitional scheme for public servants (including the police and military) will allow for officials to gradually learn how to manage a social security scheme and expand stepwise in future. Indeed, it is considered to be transitional and constitutes the first step towards the development of a universal scheme to ensure all workers and their dependent family members (in both public and private sectors) are guaranteed a pension in case of retirement, disability or death.

The main objective of the transitional social protection scheme is to provide all civil servants with retirement and disability benefits, and survivor pensions to dependants of all deceased civil servants (including those deceased from 2002 onwards). Its characteristics are as follows:

  • Old-age pensions will be granted for those aged over sixty with at least 5 years of service
  • Death pensions in the case of the death of the civil servant  
  • Invalidity pensions in the case of invalidity of the civil servant
