Launch of the Assessment Based National Dialogue (ABND) e-box

The establishment of social protection floors (SPFs) in countries can be seen as a way to combat poverty, inequality, and exclusion, and as a key element of national development strategies. The assessment based national dialogue (ABND) exercise assesses whether the SPF is a reality for the entire population of a country, and how it can be extended to all members of society. It assesses existing social protection systems, identifies the gaps and areas for government intervention, estimates the financial commitment needed in each country to establish an SPF, and provides affordable priority recommendations.

Against this backdrop, the ILO has launched the Social protection assessment based national dialogue: A good practices guide. The guide provides the requisite information and expertise for conducting an ABND exercise. It was developed based on the experience of conducting ABND exercises in Cambodia, Indonesia, Thailand and Viet Nam.

The guide is a practical resource package that can be used to implement the recommended steps of the joint UNDG-ILO letter, notably step No. 2 ("supporting national dialogues on potential options for designing and implementing locally appropriate SPFs") and step No. 3 ("assisting countries to undertake analysis of social protection needs and gaps, optional measures which would close these gaps, and possible sources of financing").

The guide is available in two forms:

  • Textbook: it contains modules describing the ABND and a practical case study exercise. It can be downloaded here.
  • e-Box: it is a complete resource package for training, conducting ABNDs and self-learning. In addition to the modules and case study, it contains presentations, videos, instructions for group activities, and sample solutions to the case study. The e-box can be accessed at the link.

In this context, the guide can be disseminated among and used by line ministries, social security institutions, social partners, civil society organizations, UN agencies and development partners, social protection taskforces and experts in the field.
