Workshop "Establishing a compulsory medical insurance fund and its functioning: best practices of Moldova and Russia", Tajikistan, 29 November 2017

ILO DWT/CO-Moscow organized a workshop on the “Establishing a compulsory medical insurance fund and its functioning: best practices of Moldova and Russia” in Dushanbe, Tajikistan, on 29 November 2017.

The participants of the workshop were from Ministry of Health and Social Protection, Ministry of Finance, State Social Protection Agency and from many other government organizations involved in the process of reforming the medical insurance system of Tajikistan. 26 government officials attended the workshop.

Head of the Department of the National Company of Medical Insurance of the Republic of Moldova, Mr. Ghenadie Damascan participated to the workshop as a keynote speaker. He presented the best practices of the Republic of Moldova.

ILO Social Protection Officer in Tajikistan Mr. Artiom Sici emphasized the importance of showing main challenges and good practices that needed to be compared with the national context, to make national policy of Tajikistan effective.

Mr Damascan underlined the importance of implementing the compulsory medical insurance scheme in the Republic of Moldova. He presented to the participants

1) General principles of compulsory medical insurance, phases of implementation medical insurance scheme, piloting of medical insurance scheme, development of legislative framework, optimal model for medical insurance in Moldova etc.

2) Compulsory health insurance funds, contribution collection, monitoring and evaluation, categories of beneficiates which insured by government etc.

3) Allocation of accumulated funds, purchasing of medical services, planning and contracting cycle etc. and

4)  Establishment of the National Company of Medical Insurance of the Republic of Moldova, structure and functions of the Company at the initial stage, evolution of structure and functions.

In addition to the keynote speaker, one was given by Doctor of Economics Mr. Grigorii Degtiarev. He presented the best practice of Russia on the “Compulsory Medical Insurance scheme”.

In Tajikistan is a strong desire to implement medical insurance scheme within existing Tajik social protection system to ensure its high coverage, but also recognition that source of scheme funding still play an important role in implementation process. It was agreed that different options of source of funding would be considered.
