Philippines. Presentation of the ABND results at the National Workers Conference Addressing Precarious Work in the Philippines

On December 7, 2015, the results of the ABND process in the Philippines were presented at the “National Workers Conference Addressing Precarious Work in the Philippines”. The latter was jointly organized by the Federation of Free Workers (FFW), the Department of Labor and Employment (DOLE), the Technial Education and Skills Development Authority (TESDA) and the ILO, with the objective of assisting workers’ organizations in the Philippines to develop a national strategy to address precarious work. Further, the conference aimed at contributing towards strengthening the organizational capacities of workers’ organizations in promoting actions for decent work, targeted at workers in precarious employment arrangements. 

Ahmma Charisma L. Satumba, Director of the Bureau of Workers with Special Concerns, DOLE, and Stella Z. Banawis, Executive Director of the Employees Compensation Commission, DOLE, presented the results of the ABND process. The highlights of the ABND process were presented, focusing on major recommendations to establish a social protection floor in the country, with a mixture of “costable” and “non-costable” recommendations presented.

After the presentation, the floor was opened for questions from the participants of the conference. The questions focused on the next steps, once the ABND process is completed, and potential financing sources for the proposed policies. The participants were also interested in the ABND process itself, and the parties consulted in the course of the consultations. Additionally, they sought clarifications on how certain benefit amounts and target groups were established and defined for the various recommendations.
