Philippines. Presentation of the ABND to the HDPR Cabinet Cluster

On 26 November 2015, the results of the ABND process in the Philippines were presented to the Human Development and Poverty Reduction (HDPR) Cabinet Cluster. The latter is composed of various agencies including the Department of Education, Department of Health, Department of Labor and Employment (DOLE), the Department of Budget Management and the National Anti-Poverty Commission among others. The Department of Social Welfare and Development and the National Economic and Development Authority act as co-chairs of the cluster.

DOLE Secretary H.E. Rosalinda Dimapilis-Baldoz presented the results of the ABND process together with Ahmma Charisma L. Satumba, Director of the Bureau of Workers with Special Concerns (DOLE) and Stella Z. Banawis, Executive Director of the Employees Compensation Commission (DOLE). Highlights of the ABND process were presented, focussing on major recommendations to establish a social protection floor in the country, with a mixture of “costable” and “non-costable” recommendations. Prior to the HDPR Cabinet Cluster presentation, the Core Group met to prepare and decide which recommendations to include in the presentation.

The HDPR cluster suggested that the final ABND country report for the Philippines should include:

  1. prioritization of the recommendations for the two subsequent government administration cycles (2017-22, 2023-28)
  2. a comparative analysis of the Philippine social protection system with its ASEAN neighbours
  3. a micro-simulation to estimate the impact of the recommendations on poverty reduction in the country
  4. fiscal space expansion strategies with examples from other countries.

Following the HDPR meeting, it was also proposed to launch the report in 2016.
