Inclusive Social protection for persons with disabilities

Introduction

The International Labour Organization (ILO) in cooperation with the International Disability Alliance and the UN Special Rapporteur on the Rights of Persons with Disabilities are hosting an expert meeting on disability inclusive social protection to be held in the ILO Headquarters on 11 April 2016 and the morning of 12 April 2016.

The objective of this meeting is to contribute to the production of a guidance document on how to make social protection schemes – and systems – disability-inclusive. There are a good number of initiatives to reform social protection schemes in low and middle income countries and it seems important to ensure that, as much as possible, these initiatives include persons with disabilities and in such a way that their participation in society is promoted, in full compliance with the UN Convention on the Rights of Persons with Disabilities. In addition, many countries are building nationally-defined social protection floors as fundamental element of their social protection systems, which should be fully inclusive for persons with disabilities.

A draft guidance document has be produced drawing from the conclusions of the two expert meetings held in 2015, the report to the UN General Assembly of the UN Special Rapporteur on the Rights of Persons with disabilities as well as other tools and publications.

The sessions of the workshop will be organized following the structure of the draft guidance document.  Key questions will be prepared for each of this session to guide the discussion.
