SOCIAL PROTECTION MILESTONES IN MOZAMBIQUE

National Strategy for Basic Social Security 2010-2014 (ENSSB)

Regardless of his high level of economic growth, Mozambique ranked 185th out of 189 according to the 2012 Human Development Report and the country remains one of the poorest in the world (UNDP 2012). Contribution of social protection towards poverty reduction has been addressed by the Government. Recent years have been then marked by significant institutional strides in the area of social protection, leading to important steps in the gradual establishment of a national social protection floor, including the approval of a new regulatory framework, and the adoption of a National Strategy for Basic Social Security (Estratégia Nacional de Segurança Social Básica, ENSSB) in 2010. This multi-sectoral national strategy established the principles, key actions, implementation tools, and targets, for the implementation of basic social protection between 2010 and 2014.

The current ENSSB lead to significant progress in terms of legal and operational frameworks - facilitating an increase in budget allocations to basic social protection programs. These advances enabled the expansion of the number of beneficiary households and the level of benefits. For example, from 2009 to 2014, the coverage of beneficiary households had increased from approximately 160’000 to almost 450’000 households. The current ENSSB came to an end in 2014.

Assessment Based National Dialogue (ABND) 

At the request of the Government of Mozambique, the ILO launched an Assessment Based National Dialogue (ABND) process for the evaluation and revision of the ENSSB. It consists in a participatory process, led by Government of Mozambique through the Ministry of Gender, Children and Social Action (MGCAS) and the National Institute for Social Action (INAS), with financial and technical support from the ILO. A technical working group composed of the the advisor to the Minister of MGCAS, the Director of Social Action, the Director of INAS, the Deputy Director for Planning and the ILO overseeing the process.

The process contains: 

  •  Phase 0: Pre-Evaluation (January 2014-June 2014)
  •  Phase 1: Evaluation of the ENSSB (July 2014-November 2014)
  •  Phase 2: Definition of costed policy options (December 2014-January 2015)

National Strategy for Basic Social Security 2015-2019 (ENSSB)

  • Phase 3: Elaboration of the National Strategy for Basic Social Security 2015-2019 (February 2015-April 2015)
  • Phase 4: The development and of a costed operational plan for the ENSSB 2015-2019 (May 2015)
  • Phase 5: Advocacy for the approval of the ENSSB 2015-2019 (June 2015-August 2015)
  • Phase 6: Dissemination of the ENSSB 2015-2019 (September 2015-December 2015)
