Summary (English)

Poverty in Focus dedicates this issue to cash transfer programmes, which are considered as an indespensable component of poverty redution strategies. Several articles analyse cash transfer programmes and conditional cash transfers in Latin America and Africa.

This issue includes an article by Krzysztof Hagemejer (ILO Social Security Department, Geneva) in which he states that "Many African governments allocate less than 1 per cent of GDP for pensions, other cash transfers and in-kind social assistance.
A basic social security package is demonstrably affordable in Africa, but its implementation requires a joint effort by the countries and the international donor community."
