Description

The Health Insurance Organisation (HIO) of Cyprus is a public organisation established under Cyprus Law 89(I)/2001 and is responsible for the implementation of the General Healthcare System (GHS) in Cyprus. The Board of Directors of the HIO consists of representatives of the government, employees, employers, self employed and patients. The HIO has the responsibility to implement and manage the GHS. HIO is required to undertake all necessary actions to secure access to health care services (outpatient and inpatient) for the whole population. Acting as a single payer, HIO enters into contracts with healthcare providers for the provision of healthcare services to the beneficiaries of GHS. The GHS will be implemented in two stages, Phase I and Phase II. Phase 1 includes the implementation of the outpatient services (Family Doctors, Outpatient Specialists, Pharmaceuticals and Laboratories) and has started on the 1st June 2019. Phase II includes all remaining services (Inpatient Care, Accident and Emergency, Ambulance, Allied Health Services, Rehabilitation and Palliative Care and preventive Dental Care) and will commence on the 1st June 2020. The project will contribute to the improved financial governance of the GHS and therefore to the long-term financial sustainability of the GHS, as well as sustained capacity of the institution to conduct the actuarial valuation studies in the future. The present project aims at supporting the realization of two concomitant immediate objectives that contribute to the development objective stated above: 1. Build internal actuarial capacities within HIO. 2. Ensure that this internal capacity supports effective anticipation of changes and evidence- based decision-making. The realization of those objectives will support the HIO in meeting its main responsibilities with respect to the financial governance of the newly established General Healthcare System (GHS), namely: • The conduct of actuarial valuation studies for the assessment of the financial sustainability of the GHS Fund. • The preparation of 3-year budgets of the GHS Fund, once a year, as required by the relevant medium-term fiscal framework legislation; and • The submission of reports to the Minister of Health at least every three years, regarding the efficiency and the financial viability of the GHS Fund, including suggestions of potential amendments of the contribution percentages, copayments and the benefits package, as required by the 2017 GHS Amending Law.
