Britain's EU reform talks stumble on social benefits

Member states have firmly rejected British demands to limit EU citizens' rights to social benefits when working in the UK, saying this would be discriminatory.
After a week of "confessional" meetings between aides to summit chairman Donald Tusk and envoys from other member states, which should conclude today (23 November), people involved said many opposed demands British Prime Minister David Cameron laid out in a letter to Tusk two weeks ago.
