This paper evaluates the fiscal implications of Viet Nam's current social protection strategy. It also gives estimates of the cost of policies that would rapidly increase the coverage of social insurance so that, intime of recession, the social protection sector is efficient in reducing poor and ordinary workers' vulnerability to income shocks.
