Description

In the context of the ILO’s broader approach to social protection, this project focuses primarily on social protection measures for those of working age in the construction industry, namely access to employment injury insurance. The project contributes to a definition of modalities for coverage of workers in the construction industry, particularly in non-standard forms of work. Through its Technical Working Group, the Royal Government of Cambodia has endorsed the extension of social protection to the informal economy and proposed a gradual strategy for extension of coverage. The construction sector, due to its increasing weight in the national economy and precarious working conditions, represents a good starting point for the implementation of this strategy. The project’s immediate objective is to strengthen the Social Protection Floor for Vulnerable Workers in Cambodia’s Construction Industry through the extension of the Worker’s Injury Insurance branch of the National Social Security Fund. The project uses a 3 phase approach, Phase I will be carried out jointly with the ILO project on occupational health and safety of construction workers in Cambodia and thus starts by developing a deeper understanding of the sector’s market system. Phase II will zoom into more specific value chains and generate evidence about the decent work deficits and need for social protection, including tripartite partners voices. Finally, having identified bottlenecks, Phase 3 will propose practical and innovative options for the extension of social protection to the target group.
