Description

This joint programme is focused on the transition to decent jobs and social protection, facilitated mainly by the digital connectivity transition applied to the social registry. The ILO's work enhances the local social protection system through digital transformation, by expanding the coverage and quality of the Social Registry database. An integrated approach is adopted through three pathways. First, digital processes are implemented to ensure interoperability between local and national data and improve the digital application to update the Social Registry database in collaboration with the Municipality of Quito. Second, registries are digitalised to ensure that accurate information on young beneficiaries is available for selected social services. Third, digital tools are developed to monitor and assess the coverage and financial gaps of the local social protection system to improve its effectiveness and efficiency. With a better-targeted system and high-quality data, the project promotes universal social protection coverage through local social services for young people. These actions have a direct impact on Ecuador's contributions to SDG 1 No poverty. Additionally, the social services for youth to be improved by the project at the local level targets the strengthening of soft skills and vocational training of youth which will improve their competencies for decent work opportunities. The project ultimately promotes decent jobs and formal employment (contributing to SDG 8) with the aim to reduce poverty rates.
