Output 1.2 – Social security schemes are adapted to the needs and contributory capacity of self-employed and workers in micro and small enterprises

For Output 1.2, the ILO will be conducting a study to assess the needs and contributory capacity of self-employed persons and workers in micro and small enterprises. To complement the analysis, the Project will also try to understand the bottlenecks for SME business registration. Technical assistance, including an actuarial study will be provided to generate the policy options that will be discussed and the selected option will be implemented. Further technical assistance will be provided based on the selected policy options  and to design the processes of the relevant schemes. For example, the revised scheme can use (selective incentives, campaigns, digital platform facilitation of sign-up) to deliver greater take-up of social insurance. Building on existing entry points in strategic planning and macroeconomic policy and activities in Output 1.1, this output would develop the social schemes to deliver greater take-up of social insurance.  Among the incentives for participation, options to link with ALMP (namely TVET services) which ILO is also providing technical support on to the RGC will also be assessed. The implementation of these schemes or mechanisms are covered in outputs 1.3 to 1.6 below.
