Description

Output 3.4 will support NSSF and Payment Certification Agency (PCA) in crafting and operationalising a human resources (HR) strategy and to produce a roadmap for the development of core capabilities within these institutions. This HR strategy will minimally include a performance management framework and a learning and development framework. The ILO will support the workshops to help operationalise the strategic HR plan. Crucially, it will also provide technical assistance to support the development of actuarial and investment capabilities in social security which is desperately needed given the current lack of such capabilities and the impending launch of the national pension scheme. The development of the strategic HR plan will also allow the organisation to retain talents that will be needed for long term sustainability of organisational growth and assure service levels. ILO will be assisting NSSF and PCA in identifying key domain experts and resources to organise these workshops and to develop and operationalise these frameworks
