The right to social protection is firmly anchored the international human rights frameworks and is an important cornerstone for national and global policy efforts for enhancing sustainable development. Zambia has an overarching national social protection policy that lays basis for establishment of rights based social protection floors. Despite the progress made in the social protection sector the country still lacks the legal framework to strengthen and enforce provision of social protection programs.

In order to strengthen systems in provision of social protection programs, the project continued providing technical and financial support to facilitate stakeholder’s engagement and social dialogue on the social assistance chapter of the national social protection bill. The national stakeholders including civil society organizations and social partners validated the social assistance chapter of the national social protection. The revised chapter was submitted for legal clearance to the Ministry of Justice. The legal framework once enacted will improve provision and coordination of both contributory and non-contributory social protection programs.
