Output 1.3: Nexus social assistance programme design features are reviewed
Description
The social protection system in OPT is complex. There is widespread coverage of social assistance, with different actors mandated for delivering assistance to different constituencies and considerable overlap across programmes in which individual or household beneficiaries are in receipt of more than one programme benefit from government or non-governmental initiatives. While the role of international organizations becomes clearer to policymakers and programme administrators—and more institutionalized through other actions as a part of this intervention—for many social protection beneficiaries, myriad programmes with different eligibility and other programme aspects, such as transfer values and periodicity of payment among others, continue to complicate navigation of the public and para-public administration. This output will allow for a review of the design features and rules of various government and non-governmental programmes to identify areas where alignment of certain aspects across humanitarian and governmental programmes could better support associated development outcomes and administrative streamlining. Workstreams on adequacy and coverage will be key priorities of the TWG (Activity 1.1.1) and all activities under this Output will build towards a longer-term agenda for enhancing social protection coherence, including with recommendations being followed up through the TWG during the analysis stage and also after activities have been completed.
