A national diagnostic study and a strategy for the implementation of a national Social Protection Floor (SPF) have been endorsed by the Ministry of Social Development along with the tripartite constituents in December 2017.

ILO's contribution to the outcome

The ILO, with RBSA support [PSE/16/02/RBS] and financial resources from the Government of Kuwait [PSE/17/50/KWT], provided extensive assistance to the national diagnostic and endorsement of the strategy for the establishment of a national SPF. The ILO delivered: (a) a mapping of all SPF schemes in the OPT; (b) a costing study based on the ILO Rapid Assessment Protocol; (c) an impact assessment of SPF on poverty, gender and child labour; (d) a fiscal space study on SPF; (e) a seminar to present and discuss the SPF studies; (f) a road map for the implementation of the suggested national SPF; (g) support for the establishment of a task force on SPF data; (h) recommendations for a unified SP data base; and (i) a launching seminar for the SPF study.

Social dialogue

The new social security system is governed by a tripartite Board of Directors. The ILO assistance contributed to strengthening the capacity of the tripartite constituents in this framework to engage in meaningful social dialogue around social protection issues.
